My 13 Month old Labrador Retriever is Bad...How can I correct it?

My Lab is horrible. She runs away, eats everything, pees and pooh's where ever and whenever she feels like it. She has had obediance cl and knows her commands but chooses when to follow them. She knows when she has been bad because when she is scolded she goes right to her kennel. She is also scared of me now when I catch her doing things because she knows she is going to get put in her kennel. How can I correct her without her being scared???
