How come republicans don't go after wall street the way they are going after teacher unions in WI?

Wasn't it wall street that defrauded millions of americans in the banking industry? None of them went to jail for it or even penalized. Republicans even voted against wall street reform. It's always the little guy that gets the shaft. The school teacher, the fireman, the policeman, the nurse..etc. And tea partying republicans just fall right in line.
