What are the options for sending a corpse internationally? (US to latin america - costs, process, providers)?

We got a quote of $4,650 to ship a corpse from Wash DC to El Salvador via a company recommended by the emby of El Salvador (W H Bacon Funeral Home). Is this about the right amount? How come it does cost something more reasonable like shipping a large sculpture in a crate -- $1000? or putting 100-200 pounds of some really good steaks on ice? <$1000 (even those prices are high but i'm padding them to include paper work and health dept issues).
