Does a Stars Declination change with regards to your location?

A friend of mine lives in San Fran. I live in Atlanta. I see a star I want him to see, if I give him the ention and declanation of the star that I see, can he use those same numbers, and find the same star? Are cordinates the same no matter where you are?
