Where can I cash a check in Ukraine?

I have a check drawn on a commercial bank in Germany that I'm trying to cash or send to the US. Couriers (FedEx, et. al.) tell me customs will seize it if I mail it and my bank says that I can't deposit it without a "declaration," a formal statement of the origin and purpose of the funds, since I'm not a citizen. Is there some place that I can cash the check?
